Because both surgical and restorative specialists both contribute to the esthetics of your final result, responsibility for the poor esthetics of an implant case is often not an easy question to determine.  A lot depends on whether you have received a clear set of esthetic expectations from both the surgical and restorative specialists before your case had started.

Esthetics compromised at surgical stage.
Patient did not discuss esthetics prior to surgery.
Gum loss around implant cannot be predictably corrected.

If during the consultation stage you were led to believe in plain terms, accompanied by before-and-after photographs of similar cases that your "new teeth" would look "like your old teeth (or better)", then that is the expectation to which your specialists should be accountable.
